"Axe FEMA" proposal floated just to make us forget Bush personally flubbed Katrina?

Notice how this talk about replacing FEMA with an agency that reports to the president suggests that FEMA is not an agency that reports to the president? Notice how it suggests that doing this before Katrina would have made Bush more in touch with the death and destruction it was causing? I say this is a disinformation campaign, pure and simple. The idea is so lame it seems sure to be shot down near instantaneously, yet in its short flight across your screen it will be achieving its goal. Or so I hypothesize.
